Ms Alicia Penn is the Deputy Registrar for Strategic Initiatives at the Registry of Corporate Affairs, leading the newly established Beneficial Ownership Unit at the BVI Financial Services Commission. A trusted and well-respected former Senior Regulator, Ms Penn brings over 25 years of financial services experience, with extensive knowledge of risk, legislative frameworks, and ownership structures. In her current role, she oversees the implementation of the Territory’s enhanced Beneficial Ownership regime. Throughout her career at the Commission, Ms Penn has played a pivotal role in regulatory initiatives. She has contributed significantly to developing compliance policies and ensuring adherence to international standards. Her strategic leadership has been instrumental in enhancing the Commission's supervisory functions and driving key regulatory reforms.
